"RATES" stands for Rate Analysis and Training for Environmental Systems. This is a collaboration among, so far, seven rural water associations and GettingGreatRates.com. They provide basic rate setting help. GettingGreatRates does complex analysis. Association member systems get a 25% fee discount - membership has its privileges.
